Oybek Tulyaganov was born in Tashkent, Uzbekistan. He graduated with honors from the Tashkent branch of Plekhanov Russian University of Economics, earning a Bachelor’s degree in Finance and Credit with diploma thesis “Methods of Portfolio Investment Management” and later completed a Master’s degree in Financial Economics and Investments, with a dissertation on “Improvement of Forms and Methods of Financing Investment Projects.”
He has more than fifteen years of experience in the financial sector, including corporate lending, foreign exchange operations and product development. As Import Procurement Coordinator, he led purchasing efforts at a high-tech ceramic building materials plant - one of the largest in Central Asia. At the start of the IT industry’s growth in Uzbekistan, he co-founded the E-Commerce Association of the Republic of Uzbekistan, assembled a team to develop e-commerce software solutions and contributed to the drafting of the revised regulatory framework for electronic trade. In academic field, he had a course on the securities market at the Tashkent branch of Plekhanov University, authored scholarly articles, designed a business simulation on professional activities in the securities market and conducted practical seminars. He later headed the Marketing Department of the Agency for Foreign Investment under the Ministry of Investments and Foreign Trade of the Republic of Uzbekistan, overseeing the “Invest in Uzbekistan” campaign, organizing roadshows and negotiating with international partners.
For over ten years, he has provided consultancy services to private investors and companies, analyzing business efficiency, developing strategic plans and optimizing business processes. Currently he is head of Asar Consulting, supporting small and medium-sized enterprises in projects to optimize and automate financial processes.
